The government will bring its long-anticipated beneficial ownership registry into full operation by June next year, in a move aimed at transforming the ease of doing business and strengthening transparency across the economy.
The announcement came as the legislation for the overhaul of companies information-gathering passed the House of Assembly on Tuesday, paving the way for a more streamlined, transparent and globally competitive business environment.
Minister of Energy, Business Development and Commerce Kerrie Symmonds engaged in extensive dialogue with key industry stakeholders to outline the strategic rollout, address operational queries and ensure a smooth transition across all levels.
He told business leaders, entrepreneurs and regulatory officials at a stakeholders’ breakfast meeting at the Radisson Hotel on Thursday, the coming framework represents far more than a simple regulatory update.
He characterised it as a fundamental modernisation of how commerce will function, aiming to eliminate systemic inefficiencies while fostering a climate that attracts crucial domestic and foreign direct investment.
“This legislation provides the structural foundation that our business community has long required to compete effectively in an increasingly digital and globalised marketplace.
“‘By establishing June of next year as our definitive operational target, we are giving enterprises a clear timeline to adapt their operations, upgrade their internal systems, and align themselves with international best practice standards.”
The new legislation attempts to address long-standing bottlenecks within administrative procedures, digital compliance reporting and corporate governance protocols. Under the updated framework, businesses will experience significantly streamlined licensing processes, integrated digital reporting channels and reduced bureaucratic friction when executing everyday commercial transactions.
Government agencies will simultaneously undergo operational upgrades to ensure that public sector trade facilitation matches the speed and requirements of the private sector.
Addressing workshop attendees regarding the transition period, Symmonds sought to reassure attendees that the government would provide dedicated guidance and technical support throughout the months leading up to the June activation date. He noted that the lead-up time is intentional, designed to allow small and medium-sized enterprises, alongside corporate institutions, to adjust seamlessly without disrupting ongoing commerce.
“We recognise that transition requires careful planning and resources, which is why we are not imposing immediate compliance overnight,” Symmonds explained to stakeholders.
“The timeline until next June has been structured deliberately to offer comprehensive training, workshops, and direct support mechanisms. Our objective is not to burden the private sector with arbitrary mandates, but to empower every enterprise to elevate its operational efficiency and build lasting resilience.”
Symmonds further emphasised that the new operational framework is directly linked to broader national economic goals, including enhanced trade integration and sustainable growth. By modernising regulatory compliance and digital frameworks, the government aims to position the nation as a highly attractive, low-friction hub for international commerce.
“When June next year arrives, we will not merely be changing administrative rules; we will be launching a robust, future-proofed framework designed to drive sustained economic expansion,” Symmonds concluded. “This is about creating a commercial ecosystem where innovation thrives, administrative hurdles are minimised, and businesses of every scale possess the tools necessary to prosper in a modern economy.”
With the legislative phase now complete, government ministries and private sector bodies are scheduled to begin collaborative implementation meetings in the coming weeks to finalise technical guidelines ahead of the June deadline.
