Ex-NCSA head was ‘protector, provider’

Pioneer Tessa Chaderton-Shaw, the first head of the National Council on Substance Abuse (NCSA), was results-oriented. 

To her family she was the quintessential first-born daughter looking after everyone and passionate about preserving the family legacy.

These reflections were part of the tributes those at St George Parish Church and online viewers heard during Chaderton-Shaw’s funeral service on Friday.

Chaderton-Shaw, who died on May 3 at the Queen Elizabeth Hospital after a brief illness,
was 66.

Former attorney general Sir David Simmons recounted how in 1996 when Barbados was confronted with a crime problem, two new institutions were created under him to lend support to the fight. One was the NCSA and Chaderton-Shaw’s four years as manager during its formative years led to the development of strategies for reducing the demand for illicit narcotics.
