Government launches programme to assist most vulnerable

In a strategic move to buffer the impact of global economic volatility on the most vulnerable Barbadians, the government has officially announced the rollout of the Cost of Living Cash Credit. 

The initiative, a key pillar of the recent national Budget, will see the first round of payments disbursed starting April 20th, with pensioners and special needs grant recipients prioritised in the initial phase.

​Minister of Finance Ryan Straughn, alongside National Insurance and Social Security (NISS) CEO Kim Tudor, provided a comprehensive update on the administrative framework of the relief package during a press briefing at the NISS’ Culloden Road office. The minister emphasised that the credit is a proactive intervention designed to provide certainty amidst fluctuating global energy prices and rising inflation.

​The cash credit is intended to help households better manage their monthly budgets as the government continues to monitor international market pressures. Minister Straughn noted that while oil prices have seen temporary dips, the underlying volatility remains a significant concern for small island developing states.

​”We wanted to make sure that we give Barbadians the opportunity to be able to help plan their budgets over the course of the next 12 months, given all of the uncertainty that’s taking place within the energy space,” Straughn stated.

“The volatility is still there in the market, and therefore, not just this specific intervention, but what the government has done more broadly in relation to being able to settle the hedge to give Barbadians greater certainty with respect to their fuel prices… is particularly important.”

​The minister was careful to clarify the nature of the payment, urging the public not to confuse the credit with standard pension increases. He addressed queries from citizens who expected to see the adjustment on their regular April pension checks.

​”The cash grant is separate and distinct from the pensions that are paid by the National Insurance. The reason that they did not see an increase on the pension check is because the cash credit is not tied to your pension. The qualification in relation to those who would benefit… was settled in relation to what we said in the Budget,” Straughn explained.

​The NISS has been tasked with the administration of the payments, leveraging experience gained from previous large-scale disbursements. Tudor assured the public that for the vast majority of beneficiaries, the process would be automatic and seamless.

​Tudor confirmed that the payments will be made on the 20th of each month, or the business day immediately preceding it. For NIS and public sector pensioners, as well as those currently receiving the special needs grant, no action is required to trigger the payment.

​”We already have your contact information, you already receive a pension from us, and on April 20th and every month… you will receive your payment.

“If you are accustomed to receiving a cheque, you will receive a cheque. If you receive your pension via lodgement, it will come via lodgement. You don’t have to do anything,” Tudor advised.

However, specific groups must register to receive the benefit. These include individuals over 65 who are not currently working and do not receive any local or overseas pension, as well as new recipients on the welfare roll who did not participate in last year’s Solidarity Allowance.

​Registration has opened at the Steel Shed in Queen’s Park for the next two weeks. Applicants are required to bring valid identification and bank statements if they prefer direct lodgement over physical cheques.

​Tudor also reminded the public of the income threshold governing the relief. 

“I would like to remind pensioners, those of you whose annual income is above $50 000, you are not eligible for the cash credit,” she noted, adding that the credit is specifically geared toward those residing in Barbados to address local cost-of-living challenges.

​Beyond pensioners, the government is also activating the multiple births benefit. Families with multiple births where the children are under the age of five are encouraged to present birth certificates and banking information to the Social Empowerment Agency – the newly amalgamated body comprising the Child Care Board, Welfare Department, and National Assistance Board.

​Minister Straughn highlighted that this targeted approach is part of a broader mission to modernise government services and data sharing. He signaled the upcoming launch of BiMPay in June as a turning point for how the state interacts with citizens financially.

​”As we seek to harmonise our systems, it is going to be important that persons are confident that once they share the information with a specific agency… we can turn that information around very quickly,” the minister said. “It is really my desire that the government and the country will be able to move to a different stage of being able to deliver payments for anything in a much seamless way.”

​While the default payment frequency is monthly to assist with immediate financial well-being, the government is offering flexibility. Beneficiaries who prefer to receive the credit on a quarterly or annual basis can opt-in for these changes during the current April-to-June window, with the new frequency taking effect in the September quarter.

​As the first payments hit bank accounts on April 20, officials remain confident that the “targeted and focused” strategy will provide the necessary cushion for the estimated 60,000 Barbadians set to benefit from the programme over the coming year.
